Goal and objectives
- To explain and present appropriateness and applicability of Islamic law before society against the backdrop of challenges of modern society and state;
- To present recommendations for reform in the existing law and justice system in the country to ensure justice;
- To provide legal aid to the oppressed;
- To encourage community people to obey the codes and instructions given by the Almighty Allah and the prophet Muhammad (PBUH);
- To build a just society through achieving the above mentioned goals
Programs
- To involve lawyers and jurists expert in current law of the country as well as the Ulama, i.e., expert in Islamic law (Islamic scholars) with Bangladesh Islamic Law Research and Legal Aid Centre
- To review and analyze the supremacy and appropriateness of Islamic law and to indicate guidelines for its application, which will be done through a comparative assessment between British law currently effective in the country and Islamic law
- To identify the problems of the modern time and to explore solutions to these problems in the light of teachings of Islam
- To write and publish time befitting features, periodicals, journals, booklets and law books on Islamic law through research on it
- To translate into Bangla and publish valuable and enlightening books on Islamic law as well as Sharia written in Arabic, Persian, Urdu and English
- To collect works written or are being written on Islamic law in different countries of the world and then publish those in Bangla
- To establish a rich library full of valuable books and journals written in Bangla, English, Arabic, Persian and Urdu
- To develop a group of researchers, expert writers and presenters on Islamic law and Sharia
- To arrange national and international seminars, symposiums and conferences with the participation of resource persons and researchers on Islamic law from home and abroad
- To identify the reasons for repression on women and children, to prevent women repression and to explain and make explicit the Islamic rules and regulations in preventing repression on women and protecting woman and child rights
- To provide legal support free of cost to needy and helpless people who are deprived of human rights
- To engage common people in elimination of social evils e.g., drug addiction, bribery, corruption, violence and dowry after making them alert and aware about such evils
- To present Islamic rules regarding rights of prisoners and detainees to ensure reform in the existing jail system of the country
Future plan
- To establish a rich library to help comprehensive researches on Islamic law
- To arrange seminars, symposiums and conferences to create awareness among mass people in favour of Islamic law and strengthen campaign about it in both electronic and print media as well as through social web networks
- To send investigation team to the spot to prevent organized propaganda against Islamic law on a particular incidence and find the fact through contacting directly with concerned people and groups of the area
- To indicate flaw and shortcomings of the current law and administrative systems of the country and to identify remedies for all types of social evils through researches and review of the society and provide good advice to the people about it
- To publish books, booklets and documentaries through a comparative assessment of Islamic idea and other ideas regarding protecting human rights particularly the rights of women and children
- To create public awareness among the common people about role of Islamic rules and regulations regarding protecting rights of religious minorities
- To take initiative for government approval for setting up of a salish (arbitration) board in the light of Islamic law in order to ease case backlog in the judiciary and to ensure easy solution of the disputes related to familial and social matters
- To identify reasons for harassment and difficulties that justice seekers face in the existing judicial system and to provide guidance for its solution in the light of Islamic rules
- In order to inform people about results and outcomes of researches and critical reviews mentioned above the Centre will publish quarterly, monthly and weekly journals and bulletin and documentary on regular basis, which will be enriched with necessary information about outcomes of researches and critical reviews
- To establish an Islamic law institute and to recommend to the authorities of the universities to include Islamic law in the university curriculums
- To establish a complete building complex for easy and full accomplishment of the wholeplanning of the Centre
লক্ষ ও উদ্দেশ্য
০১. আধুনিক সমাজ ও রাষ্ট্রের চ্যালেঞ্জকে সামনে রেখে ইসলামী আইন ও তার প্রায়োগিক উপযোগিতা উপস্থাপন করা;
০২. ইনসাফ নিশ্চিত করার লক্ষ্যে প্রচলিত আইন ও বিচার ব্যবস্থা সংস্কারের সুপারিশ করা;
০৩. অসহায় ও নির্যাতিতদের আইনী সহায়তা প্রদান;
০৪. মহান আল্লাহ ও তাঁর রাসূল স. আনীত বিধান অনুসরণে গণমানুষকে উদ্বুদ্ধ ও উৎসাহিত করা;
০৫. উপর্যুক্ত লক্ষ্যসমূহ অর্জনের মাধ্যমে ন্যায় ও ইনসাফভিত্তিক সমাজ গঠন করা।
কর্মসূচি
০১. দেশের প্রচলিত আইন ব্যবস্থায় পারদর্শী আইনবিদ ও ইসলামী আইনে পারদর্শী উলামায়ে কেরামকে সেন্টারের সাথে সংশ্লিষ্ট করা;
০২. প্রচলিত ব্রিটিশ আইন ও ইসলামী আইনের তুলনামূলক পর্যালোচনার মাধ্যমে ইসলামী আইনের শ্রেষ্ঠত্ব ও যৌক্তিকতা বিশ্লেষণ এবং তার প্রয়োগের দিক নির্দেশ করা;
০৩. আধুনিক সমস্যাবলী চিহ্নিতকরণ এবং ইসলামের আলোকে এগুলোর সমাধান উদ্ভাবন করা;
০৪. ইসলামী আইনের ওপর গবেষণা করে সময় উপযোগী ফিচার, সাময়িকী, পত্রিকা, পুস্তিকা এবং আইনগ্রন্থ রচনা ও প্রকাশ করা;
০৫. আরবী, ফার্সী, উর্দু, ইংরেজী থেকে ইসলামী আইন ও শরীয়াহ সম্পর্কিত মূল্যবান জ্ঞানগর্ভ গ্রন্থাবলী বাংলায় অনুবাদ ও প্রকাশ করা;
০৬. বিশ্বের বিভিন্ন দেশে ইসলামী আইনের উপর যে সমস্ত কাজ হচ্ছে এবং হয়েছে সেগুলো সংগ্রহ করে বাংলায় প্রকাশ করা;
০৭. বাংলা, ইংরেজী, আরবী, ফার্সী, উর্দু ভাষায় রচিত মূল্যবান বই ও জার্নালের সমন্বয়ে একটি সমৃদ্ধ লাইব্রেরি গড়ে তোলা;
০৮. ইসলামী আইন ও শরীয়ার ওপর এক দল গবেষক এবং পারদর্শী লেখক ও উপস্থাপক তৈরি করা;
০৯. দেশ-বিদেশের ইসলামী আইন বিশেষজ্ঞ ও গবেষকদের নিয়ে জাতীয় ও আন্তর্জাতিক সেমিনার, সিম্পোজিয়াম ও সম্মেলন আয়োজন করা;
১০. নারী ও শিশু নির্যাতনের কারণ নির্ণয়, নারী নির্যাতন রোধ এবং নারী ও শিশু অধিকার সুরক্ষায় ইসলামী বিধি-বিধানকে সুস্পষ্ট করে তুলে ধরা;
১১. মানবাধিকার বঞ্চিত দুঃস্থ ও অসহায়দের বিনামূল্যে আইনী সহায়তা প্রদান;
১২. মাদকাসক্তি, ঘুষ, দুর্নীতি, সন্ত্রাস, যৌতুক ইত্যাদি সামাজিক ব্যাধি দূরীকরণে জনগণকে সতর্ক ও অবগত করার পাশাপাশি সাধারণ মানুষকে এ কাজে সম্পৃক্ত করা;
১৩. কারা ব্যবস্থা সংস্কারের উদ্দেশ্যে কয়েদী ও হাজতীদের অধিকার সম্পর্কে ইসলামের বিধি-বিধান উপস্থাপন করা।
পরিকল্পনা
০১. ইসলামী আইন সম্পর্কে সামগ্রিক গবেষণার জন্য একটি সমৃদ্ধ লাইব্রেরি প্রতিষ্ঠা করা;
০২. ইসলামী আইনের পক্ষে গণ-সচেতনতা সৃষ্টির উদ্দেশ্যে সেমিনার, সিম্পোজিয়াম ও সম্মেলন অনুষ্ঠান এবং ইলেক্ট্রনিক, প্রিন্টিং ও সামাজিক প্রচার মাধ্যমে প্রচারণা জোরদার করা;
০৩. কোন ঘটনাকে কেন্দ্র করে ইসলামী আইনের বিরুদ্ধে সংঘবদ্ধ অপপ্রচার প্রতিরোধে প্রয়োজনে তদন্তকারী প্রতিনিধি প্রেরণ এবং সংশ্লিষ্ট বিভিন্ন মহলের সাথে যোগাযোগ করে প্রকৃত সত্য উদ্ঘাটন করা;
০৪. প্রচলিত আইন ও প্রশাসনিক রীতি পদ্ধতির ত্র“টি তুলে ধরা এবং গবেষণামূলক পর্যালোচনার মাধ্যমে সকল প্রকার সামাজিক ব্যাধির প্রতিষেধক নির্ণয় করা ও পরামর্শ প্রদান;
০৫. মানবাধিকার বিশেষ করে নারী ও শিশু অধিকার সংরক্ষণের ক্ষেত্রে অন্যান্য ধারণার সাথে ইসলামী ধারণার তুলনামূলক পর্যালোচনা করে বই, বুকলেট, ডকুমেন্টারি ইত্যাদি প্রকাশ করা;
০৬. ধর্মীয় সংখ্যালঘুদের অধিকার সংরক্ষণে ইসলামী বিধি-বিধানের ভূমিকা সম্পর্কে গণসচেতনতা সৃষ্টি করা;
০৭. বিদ্যমান আদালতগুলোতে মামলার চাপ কমানো এবং পারিবারিক ও সামাজিক বিরোধের সহজ সমাধানের জন্য ইসলামী আইনের আলোকে সালিশীবোর্ড গঠনের জন্য সরকারি অনুমোদন লাভের ব্যবস্থা করা;
০৮. বিদ্যমান বিচার ব্যবস্থায় বিচারপ্রার্থীদের দুর্ভোগের কারণ নির্ণয় এবং তা দূরীকরণে ইসলামের আলোকে পথ নির্দেশ করা;
০৯. উপরে উল্লিখিত গবেষণা ও তথ্য-ভিত্তিক আলোচনা পর্যালোচনার ফলাফল সম্পর্কে জনসমাজকে অবহিত করার জন্য নিয়মিত ত্রৈমাসিক, মাসিক, সাপ্তাহিক পত্রিকা, বুলেটিন এবং তথ্যভিত্তিক ডকুমেন্টারি প্রকাশ করা;
১০. একটি ইসলামী আইন ইনস্টিটিউট প্রতিষ্ঠা করা। সেই সঙ্গে বিদ্যমান বিশ্ববিদ্যালয়গুলোর পাঠ্যসূচিতে ইসলামী আইন সংযুক্ত করার সুপারিশ করা;
১১. সেন্টারের পরিকল্পনা বাস্তবায়নের জন্য একটি পূর্ণাঙ্গ কমপ্লেক্স প্রতিষ্ঠা করা।
